PIA service to Kurram Agency demanded
RECORDER REPORT
PESHAWAR (April 12 2009): Turi Bangash tribe of Kurram Agency has called for revival of PIA service between Peshawar and agency headquarters to retrieve the stranded tribesmen hostage in their areas since last two years. Addressing a press conference here at Peshawar Press Club (PPC), Haji Gulab Turi, president Turi Bangash Supreme Council and Malik Abdullah Jan Bangash told the media that for the last two years, Kurram Agency in general and Upper Kurram in particular has become battlefield.

They said that Parachinar, the headquarters of Kurram Agency already has an airport and was used in past. They said that the facility should be revived in larger interest of the people of the agency, saying the government should either fly passenger planes or helicopter service to the area.

They said that killings, abduction for ransom and slaughter of the commuters travelling on the vehicles on Tall-Parachinar were rampant. The miscreants, they said reign the highway and killing the people mercilessly, which is known to each and every Pakistani. However, he said the local administration and governor NWFP had become silent spectator to the matter.

They said the Tall-Parachinar Road is closed since November 2007 and insecure for the commuters travelling on the road. In November 2008, they said though the road under an agreement was opened for traffic but some miscreants violated the peace agreement within a period of 20 days by opening fire on a motorcar resulting in the killing of two persons and three others were kidnapped.

They called for deployment of Frontier Corp personnel on the 8-kilometer road between Torghar to Tall and to increase patrolling of the security forces on the road to provide protection to the commuters travelling on the road.

The incident, they said had prompted closure of the Tall-Parachinar Road disconnecting the linkage of Parachinar with other parts of the country forcing hunger on the people. They also complained shortage of life saving drugs in the health facilities of the agency pushing the area to a human tragedy. They said that students are studying in different education institutions of the country and those who are living outside the agency have no facility to come or go outside the agency.

KOHAT: The political agent of Kurram Agency was among eight people injured and a guard was killed in an ambush by unknown armed men in Thall tehsil of Hangu district on Thursday.

The political agent, Arshad Majeed Momand, was travelling to Hangu from Parachinar in a convoy when armed men attacked them. Naib subedar of Khasadar Force, Habib Khan was killed, and Mr Mohmand and seven others were injured in the attack.

The injured were shifted to the Combined Military Hospital (CMH) Thall in a helicopter from the Toot Kas area where the convoy came under attack. The condition of the injured was stated to be out of danger.

Officials believed that a sectarian group might be involved in the attack as the political administration had been under severe criticism by both the rival sects.

The political administration is said to be avoiding the implementation of the Islamabad Peace Accord for paving the way for permanent peace and the return of thousands of tribesmen displaced during 2007 and 2008 battles.

Closure of roads creates drugs scarcity in PARACHINAR

Closure of roads creates drugs scarcity
Thursday, April 09, 2009
By Our correspondent
PARACHINAR: Patients are suffering from an acute shortage of life-saving drugs in the area, as roads leading to Kurram Agency are yet to reopen. Sources said even oxygen cylinders were not available in the operation theatres of the government-run hospitals.

The patients suffering from diabetes, cardiovascular diseases, hypertension and other serious ailments were facing unspeakable hardships, added the sources. Many a time patients expired in the most painful manners, as there are no medicines in the hospitals and markets. This is common in pregnancy-related problems, people in the agency told The News.

Recently, a victim of road accident, Iqrar Hussain son of Iqbal Hussain, succumbed to injuries while he was being shifted to Peshawar through Afghanistan. His father told 'The News' that his son could have been saved had the roads to Peshawar not been closed.

The local tribespeople said that out of 248 vacancies 69 were lying vacant at the Agency Headquarters Hospital. There was only one specialist doctor while the vacancies existed for 14 specialists, they pointed out.

Besides scarcity of medicines, under-staffing of doctors and paramedics in the hospital was multiplying problems for the tribepeople. Medical Superintendent Syed Sultan Ali Shah told 'The News' that despite closure of the roads and shortage of staff, medics were trying their best to provide relief to the people in the existing resources.

Logic of drone attacks

Daily Times

Friday, April 03, 2009

EDITORIAL: Logic of drone attacks

A US drone attack in Orakzai agency has killed 12 recruits of the Tehreek-e Taliban Pakistan (TTP) of Baitullah Mehsud, including one local leader. An Arab too has been killed while the family of the man providing them haven, Maulana Gul Nazir, was the only "collateral damage". The press links the US attack to Baitullah Mehsud's challenge that he was going to attack Washington again. The drone's target was Hakimullah Mehsud, Baitullah's close contact and local commander of the TTP training centre.

Since the media in Pakistan is formally against the drone attacks, efforts were made on several TV channels on Wednesday night to get the anti-drone stance of the public confirmed. But all Pashtun reporters covering Orakzai refused to give the drones a blanket stamp of disapproval. Asked why Orakzai was attacked if it was not geographically linked to Afghanistan, the answer was: it was attacked because it had become a stronghold of the TTP and foreign terrorists since the last one year and was clearly seen as a threat by the Americans as a training resource for those who attacked across the Durand Line.

This meant that since one year Orakzai has been open as a possible stronghold of the terrorists while the media has been concentrating on Swat, Bajaur and Mohmand as the region of TTP challenge where the Pakistan army is supposed to be taking action. It was discovered that the local Orakzai population had given in after the slaughter of their anti-TTP "jirga" last year did not evoke much response from the army or the state of Pakistan. Added to the TTP dominance of Kurram Agency, a whole swath of territory in the tribal areas was now ruled by Baitullah Mehsud. Orakzai, where the terrorists plied special vehicles stolen from NATO supply caravans in Khyber, was the base from where TTP commanded the NWFP city of Hangu where the Shia are made to live like a hunted minority.

When asked if the drone attack in Orakzai will provoke the local population into becoming anti-American, the Pashtun reporters told the TV channels that unless collateral damage became widespread enough to include the local population, there was no chance of an anti-American feeling. They said that the population was completely under the despotic rule of the TTP and would actually want the drone attacks to continue to lessen the severity of TTP control on them. Had Pakistan any sovereignty left to counteract the TTP, the local population would have fought against the terrorists.

This evidence weakens the argument we have heard advanced against the American drone attacks. A Peshawar-based NGO has come under pressure from the authorities and the media for discovering exactly what was revealed by the TV reporters on Wednesday night. The Aryana Institute for Regional Research and Advocacy (AIRRA) published an article recently (The News, March 5, 2009) which stated that its teams visited Wana (South Waziristan), Ladda (South Waziristan), Miranshah (North Waziristan), Razmak (North Waziristan) and Parachinar (Kurram Agency) and found that the victim population was not opposed to drone attacks.

The AIRRA teams handed out 650 structured questionnaires to people in the above areas. The 550 respondents — 100 declined to answer — were from professions related to business, education, health and transport. The following were some of questions and responses of the people of FATA. 1) Do you see drone attacks bringing about fear and terror in the common people? (Yes 45%, No 55%). 2) Do you think the drones are accurate in their strikes? (Yes 52%, No 48%). 3) Do you think anti-American feelings in the area increased due to drone attacks recently? (Yes 42%, No 58%). 4) Should the Pakistani military carry out targeted strikes at the militant organisations? (Yes 70%, No 30%). 5) Do the militant organisations get damaged due to drone attacks? (Yes 60%, No 40%).

One thing is certain: the local population is against the TTP and doesn't mind too much if the Americans take it out in the absence of an adequate Pakistani response. The Pakistani stance that its sovereignty is being violated by the drones is weakened by the day by the very clear loss of Pakistan's sovereign territory to the TTP and the inability of the state of Pakistan to either recapture it or come to the rescue of the local population. The "external" argument that this lost territory brings the world under real threat of terrorist attacks through the local and foreign terrorists also gains strength as Baitullah Mehsud extends his violence-based emirate to Punjab and Sindh in the coming days. *

Shias under siege in NW Pakistan

Rantburg

Shias under siege in NW Pakistan

Taliban have imposed a crippling blockade on Shia communities in northwestern Pakistan raising concerns of a 'dire humanitarian crisis'.

In a Tuesday peace summit held in northwestern city of Parachinar in Kurram Agency, political and religious leaders said the lack of government control had allowed the Taliban to pursue their aggressive agenda in the region.

The summit comes after reports of grave human rights abuses against Shias in Parachinar, which later turned in to a complete siege.

Although Shias are the majority in Kurram, they are surrounded by the Taliban-linked aggressive militants who have gone so far as to cut off roads over the past few months. The militants are also accused of kidnapping or killing those trying to deliver supplies to the Shia areas.

Shia farmers have been forced to sell their agricultural produce in Afghanistan instead of the markets in Pakistan's North West Frontier Province.

Taliban-linked militants in Parachinar, Hangu district and much of the Kurram tribal agency have killed 25 to 30 people on a daily basis over the last six months. Some local media say more than 1,300 Shia community members have been killed in the region since 2007.

They claim that security forces in the tribal regions are 'under the influence of local Taliban groups', adding that law enforcement officers have 'willingly or unwillingly' launched a clamp down on Shia Muslims.

The killing of Shias is to such extent that has caused international outrage with rights groups and regional countries including Iran expressing concern over the 'genocide'.

The leading Shia figure in Iraq, Grand Ayatollah Ali al-Sistani, has issued a ruling (fatwa) with respect to the treatment of the Shia in the Parachinar. The fatwa encourages all Shia Muslims in Pakistan to do everything within their power to help their "brethren."

Shias say they make up one-third of Pakistan's 160 million-strong population. Since the 1980s, thousands of people have been killed in violence-related incidents in Pakistan by extremist groups - who have embarked on an 'ominous mission' to 'eliminate' Shia elites across Pakistan.

They have killed hundreds of Shia medical doctors, university professors, lawyers and police officers across the violence-wracked country over the past few years.

Moderate Pakistani Sunni groups believe that leaving Shias at the mercy of the Taliban is a conspiracy against the country.

Tension after beheading of kidnapped passengers F.P. Report

PARACHINAR: Thousands of tribals on Friday protested against the beheading of two kidnapped passengers of Turi and Bangash tribes by militants which has created tension in troubled kurram Agency. The mourners present in the funeral procession raised slogans against what they called as "state supported terrorism" against the Turi and Bangash tribes of Kurram Agency beside chanting slogans against the militants. According to details militants beheaded two persons named Javed Hussain and Ali Asghar belonging to Upper Kurram, two of the twelve passengers kidnapped on Feb 23 while travelling from Parachinar to Peshawar at Lower Kurram area near Chapari Check post. It is worth mentioning here that on the same day i.e. Feb 23 a school clerk Ashtar Hussain was also murdered on the spot who tried to resist the militants. After the murder of the school clerk for more than a month the main Parachinar-Peshawar Road remained blocked by the armed militants for the people of Turi and Bangash tribe, which has increased the miseries of common people creating shortage of daily use commodites, food stuff and life saving medicines. After the recovery of the two dead bodies the elders of Turi and Bangash tribes called thier emergency meeting and Tribal Jirga on Friday in which they accused the authorities of state terrorism against the innocent people of Upper Kurram. They said this was the 29th incident of kidnapping and beheading the passengers of Turi and Bangash tribe on main Parachinar-Peshawar Road in bright day light by violating the peace treaty and tribal Jirga ceasefire, but no action had been taken against militants. The elders said majority of these incidents took place a few metres away from the security forces checkposts especially Chapari check post, the last checkpost of Kurram Agency touching down districts. Elders of Turi and Bangash tribe also warned the government and the authorities concerned to punish the militants responsible for this inhuman incident, otherwise they will take revenge according to tribal traditions.
